Nigeria has won a bad reputation for herself by being in one of the countries that have the highest number of scammers, these allegations led to distrust and lack of confidence in Nigeria and its citizens by many organizations and company especially the reputable one like PayPal.
PayPal holding, inc. is an American company operating online payment, it was launched in 1998 in the United States. Paypal is bilingual and it is available in 200+counties
almost 300+ million people are using PayPal for their online transactions because it is deemed to be safe.
however, despite the awesomeness of PayPal and the priceless service they offered, they still have problems with Nigeria and its citizen. Paypal in 2004 first ban Nigeria from using their service till 2015, in 2015 PayPal lift the ban but with some restrictions (which is, you can only send not receive).

switch your country code from Lesotho to Nigeria:+234 and provide your Nigeria number.

Another page will be shown for the date of birth and national identification number.
choose a national  ID to enter your NIN(National identification number) and submit.

now you have fully registered for PayPal account, go to your Gmail and confirm PayPal’s message in your Gmail account.
I will advise you to start transacting on the account with a small amount like $50-$100 for like three months so that PayPal will trust the account.

To be frank with you withdrawing money from PayPal account into your local bank is not possible as Nigeria is really exclusive from receiving money through  Paypal whether you are using a debit card or credit card, but there is always a solution.
if you want to withdraw your PayPal funds, you will need UBA Africard. This card can be issued anywhere in Africa and can be used anywhere in Africa and it will cost you less than $10.
